Craig was born Sept. 1952, so guessing the photo was taken in 1953?

 The Blizzard of 1979
"The Blizzard of 1979 started on Friday night January 12 and lasted until 2 a.m. Sunday January 14. On top of 7-10 inches left over from a New Year's Eve storm, 20.3 inches of new snow fell--setting a record for total snow on the ground."  http://www.chicago-l.org/mishaps/blizzard79.html

The last line:  "Popular wisdom attributes the February 27 electoral defeat of Mayor Bilandic to the difficulties the city had in dealing with the storm."

We have a distant family connection to Bilandic:
Francis Hugh Murrin (son of Patrick Murrin, II & Anne Hill) married Grahm Morgan.  Grahm's daughter, Heather Morgan (from Grahm's first marriage), married Michael Bilandic, former Mayor of Chicago
